Report “Progress and Challenges in Implementing the Principles of the Aarhus Convention During Wartime” (2021–2024)

We present the shadow report “Progress and Challenges in Implementing the Principles of the Aarhus Convention During Wartime,” covering the period of 2021–2024.

The document was prepared by civil society organizations, including the International Charitable Organization Environment–People–Law (EPL) and the Zaporizhzhia Regional Development Agency, and provides an independent assessment of how Ukraine is fulfilling its obligations regarding access to environmental information, public participation in decision-making, and access to justice in environmental matters.

The report outlines key achievements, gaps, and practical challenges that have intensified during the full-scale war, as well as recommendations aimed at strengthening transparency and the protection of environmental rights.
